States Reimagined: COVID-19, the Ordinary, and Extraordinary in Aotearoa/New Zealand

Shifting public imaginaries have played a vital role in shaping government and citizen responses to COVID-19 Aotearoa/New Zealand. During the nation’s first lockdown, general expressed support, at times even enthusiasm, for strict measures put place curb spread of virus. Less than year later, what had begun as nationalistic rallying cry ‘unite together’ ‘be kind’ while ‘combatting COVID-19’ took on more sinister tones through government-sponsored moral panic, including blaming shaming those who did not or could uphold regulations. At same time, growing dissent, particularly by protesting vaccine mandates, steadily chipped away government-promoted images national solidarity. By early 2022, with omicron, stepped from attempting eradicate virus jettisoned its collectivist message, highlighting instead each New Zealander’s ‘personal responsibility’ try stay well. This article traces how citizen-State relations been reimagined Aotearoa/NZ over two years pandemic, effects various pubic- government-supported enabling exercise ‘extra-ordinary’ powers, power fragility consensus-building midst crisis. I suggest examining pandemic ‘collective critical event’ enables us trace only it altered citizens’ visions State, but their active engagements reconfiguring reimagining states social, economic, cultural life.
